Commercial bins from restaurant left outside flats

The restaurant keep moving their bins near the residential property outside windows. They are being regularly kept under/near our building, including in the disabled parking space. The bin is attracting a lot of flies, and they are coming inside our room/home, which is becoming unhygienic and uncomfortable. This has become a regular issue and is now affecting our living conditions.
