Ongoing problem with rubbish in Hanbury PE2 5QT

This has been going on for quite a long time. Our black rubbish bins near the flat block are always full and rarely ever emptied and the recycling bins are broken. This means that rats have been crawling amongst the black bins and a lot of rubbish has been dumped on the ground near the recycling. We have reported this many times and haven’t seen anything being done about this. We would like for the bins to be taken out more frequently and for the recycling bins to be replaced as this is a big issue causing for the street to look messy and unpleasant. This is not good for the environment for the rubbish to be all over the place at all.I did ask for camera to be installed I know is expensive but we pay council tax is well
