Light is completely cut off by overgrown trees

The street light PCC5 on Old Leicester Road is completely shut off from the footpath by overgrown trees. The trees also hang down to within 1.5m of the footpath and extend into the road. The owner of these trees has repeatedly been asked to cut them back but they have refused. The trees are part of the garden of 2 Robinsfield, Wansford.
