Neighbour uses public land to allow dogs to poo da

The gentleman at number 22 is still allowing his 2 dogs outside, to run freely on the shared public grass land and allows them to constant poo daily. I have reported this issue once and this is the second time. I have now picked up poo twice and left a.nite and still get ignored.

Can the council please do intervention. Children play on this land its a health hazard and with warmer weather you can smell it in the air
