Rubbish everywhere

On the exit from cemetery, there is a constant issue of rubbish being dumped.This must be my 5th posting over this.Ive suggested bins,getting the school to do litter picks,educating kids re.keeping streets clean,like they used to years ago.Its frustrating as happening all the time.
