Over grown hedges blocking path ways

Photo of this reportzoom Photo of this reportzoom Photo of this reportzoom These hedges have been well over grown creating a heath and safety hazard for the general public whilst being unable to walk down with out the fear of being scratched by extremity sharp thorns this would appear to affect the well being of residents not being able to pass safely ,,,some of the paths are completely blocked and paths covered with over grown vegetation ie weeds ,,,The main areas are around The back of Blackmead / cheyney court plus others ,,,I would not like to see claims against the council for failing to eradicate the problem I dont know who at this time responsible ie land owners how ever some are the responsibility of the council ,,,kind regards
