Dog fouling all on front of green

This has been going on for a few months. They come out, dog runs everywhere whilst bloke smokes and then dog poos everywhere and he doesn't clean it up. Resulting in foul smell and also unpleasant animals, and even flies. Disgusting. Owners aren't English and don't care.
