Light not working area very dark at night

Sent to Peterborough City Council less than a minute later. Council ref: 9304098.

The street light PCC 23 is cited high on the external wall of 75 Pendleton. This is the walkway between 74 and 75 Pendleton. Last night 16 April when I observed the light there are two rows of bulbs. On the top row to the extreme right there is a bulb not working all other bulbs appear to be working. Would this account for the street light not working?
