Neighbours refusing to park normally

We've has the neighbours on the end of the road move out some time ago (over a month). The neighbours next to them have chosen to take up all 3 spaces with their 2 cars since that time. They don't own the right to those - it's the council's. It's causing others to have to park on the road.
