DA13PPV: Untaxed on double yellows, blocking jct

I am reporting a red Volvo (DA13PPV) that has been left on the double yellow lines right on the corner of the junction of Thorpe Road/The Leys.
It is blocking the view for anyone trying to pull out of the The Leys, which is making the junction really dangerous for both drivers and people crossing. I’ve checked the registration online and the car is actually untaxed, and it looks like it’s being kept here as part of a local car dealer's stock rather than being a neighbour's car.
Because it's obstructing the junction and has no tax, it’s a major safety hazard. Please can someone come out to ticket it or have it moved before there’s an accident?
