Who does quality control on 'filled potholes'?

This pothole was recently 'repaired' a couple of weeks ago. You can see how badly it's been done and how the adjacent degrading will become another one soon - it's literally inches away! Such shoddy workmanship is a waste of taxpayers money - who audits the quality of this 'fix'?
