Thank you for your report.
Unfortunately, customer services are unable to log this as an abandoned vehicle at the moment as you have mentioned that car is being used whilst either untaxed, no insurance or no MOT.
The DVLA is the main authority responsible for enforcing vehicle tax compliance. If a vehicle is driven without tax, it can be sized by the DVLA and taken to police pound for reclaiming. The police may only be involved in the seizure process if the vehicle has been driven while untaxed.
You can report an untaxed vehicle to the DLVA directly online
