Broken branch overhanging footpath

The branch in the picture has been hanging low over the footpath /cycleway for some months, getting progressively lower. Bits have been trimmed off it,but it continues to sag. I hit my head on it cycling underneath it. The branch needs removing from the base please. Also while doing that please cut off the brambles at ground level as they will grow over the footpath come springtime.
