Thank you for your report.
Unfortunately, customer services are unable to log this as an abandoned vehicle at the moment as you have mentioned the owner is known or the car is being used whilst being untaxed or SORN . The DVLA is the main authority responsible for enforcing vehicle tax compliance. If a vehicle is driven without tax, it can be sized by the DVLA and taken to police pound for reclaiming. The police may only be involved in the seizure process if the vehicle has been driven while untaxed. You can report an untaxed vehicle to the DLVA directly online Report an untaxed vehicle - GOV.UK
Cars without MOT on a public highway are matters that the Police would enforce and they can be contacted on 101
The council will not normally remove a vehicle that is taxed and in good condition unless there is strong evidence that it has not been in use for a long time and has been left on the highway or on private land without permission of the landowner
Additional Information Below From PCC Website: https://www.peterborough.gov.uk/ community-safety/ abandoned-vehicles
Please note: If the vehicle is causing a parking problem but not abandoned, please email parking.enforcement@peterborough.gov.uk. If you want to report a vehicle that is causing an obstruction of the highway and is a possible safety hazard, please call the Police on 101. If the suspected abandoned vehicle is on land owned by a residential social landlord such as Cross keys Homes you should report it to them in the first instance.
