Cars blocking the paths on double yellows

The occupants of 142 Southfeilds avenue are using the council grass at the side of there property as a parking lot for the use of multiple van that's are carrying broken down cars. Not only are they making massive holes in the grass were its is wet but they are covering the paths in mud. Also they are parking the vans across the footpath were there is double yellows and a no parking at anytime sign. Blocking the view of school children from using the path and being able to see traffic coming from the other road. Could we please have bollards but up to stop this from happening as its not going to be long before a child is hit by a car. Thank you.
