Abandoned car with no MOT

Sent to Peterborough City Council less than a minute later. Council ref: 8640580.
The car has been abandoned for several months and doesn't have an MOT. The owner has a second car and isn't interested in removing this wreck. By acting selfishly, he's taking someone else's parking space.

Unfortunately, customer services are unable to log this as an abandoned vehicle because the car is taxed. Additionally, it cannot be an abandoned vehicle as the owner is known
