Large amount of garden waste

Sent to Peterborough City Council less than a minute later. Council ref: 8623742.
We had our roof replaced so had a skip with the roofing company for about a week, collected 28.12.
Someone dumped their garden waste next to the skip. This wasn't taken by the skip removal company. It is now in a mound outside the front of our house (27A North Street). There is a large blue bag of garden waste as well as a mound of garden waste on the floor. The blue bag is partially blocking the pavement.
We have spoken to neighbours but none have admitted to it being their rubbish. I cannot lift the blue bag of garden waste and my partner has recently fractured his spine so can't move it either.

Aragon Direct Services were unable to clear the reported fly-tip.
This may be due to one of the following reasons: the items could not be located, they may be situated on private land, they may contain hazardous materials such as asbestos requiring specialist removal, or the report may be a duplicate of one already received.
Please note that fly-tipping is only cleared from land owned or maintained by Peterborough City Council.
Waste on Private land remains the responsibility of the landowner.
