Parked cars blocking view on junction

For the last few months 4 cars persistently park blocking the view on the Church Road/Townsend Road. It’s impossible to see without pulling out into the oncoming traffic. Further to this the cars frequently block the pavement and don’t leave the legal 1.0m of footpath. Something needs to be done with these cars that are blocking the view of traffic.
