Unable to pass through

Sent to Peterborough City Council less than a minute later. Council ref: 8494431.

Every day when I am driving past I have to knock on one of the houses to ask the owners if they can move their car so I can get passed. I have explained that the bungalows in the cul de sac all have disabled residents who recieve 24 hour support and therefore emergency vehicles need to be able to access the bungalows at all times. It also causes distress to my service user who has autism when I have to leave the car to find the owner to move their car, sometimes waiting for a while before I recieve any response from the owner. I am also reluctant to speak to one of the owners as he has become verbally abusive to myself, using foul language.
