Block flood drain causing minor flooding

The above storm drain is blocked. There is residual rain water left days after it has rain as in the attached. When it rains the pool of water will get half way across the road. The drain needs to be rodded and it should stop the flooding. There is a lot of leaf debris on Thorpe road that will exacerbate the issue.
