These bins are emptied but nowhere near often enough. There are 3 in the car park of the residential block and a couple more in the car park of the empty office block beside it. The bin bay with doors is also full of detritus. I have seen rats on more than one occasion. As you can see from the picture, this is what it look like most of the time, which is so unfair to the residents. Now that the normal street bin has been removed too, I have seen people throw their individual wrappers in the general direction of these bins and they litter the ground around at times.
