Van parked on double yellows

I reported this before it doesn't seem to move . It's parked on double yellows that have fadded . New ones have been put down but because the van is parked here the lines couldn't be completely put down . No ticket on it yet it never seems to move so should be easy to ticket it . Reported to parking enforcement. It's here all the time yet no ticket
