Extensive, large tree roots causing problems

Sent to Peterborough City Council less than a minute later. Council ref: 8087459.
A large tree on in a public park but behind a fenced private property was cut down by the council several years ago but the large roots are still there and have been protruding onto private property for some time now. We have tried to cut the roots back but, without intervention from the council, the problem will not be resolved. The occupant is an 85 year old lady and the issue is causing a real trip hazard and also upending her patio slabs.
