Parking on the pavement.

Car/cars starting to park well up on the public pavement/foot path outside my home right by the entrance of the path to my front door/home. I'm concerned as this is going to be an obstruction for my disabled friend visiting if cars are parking there various times during the day which is now becoming more frequent. Cars are being left there overnight too. When leaving property the full depth of the path is needed to reverse her scooter. I live alone and have some reliance on my friends company as family don't live close by. Visits to me benefits my friend too as she also lives alone. I also have to maintain the hedges and cars parking there restricts space to clean up after. This is the main access to my home so potentially could affect other services if needed.
