Infested with rats on the other side of my garden

I've lived here a year and despite paying to have a lot of the garden cleaned and cut away the rats come through the fence all day. School children play in there and walk by there to get to school. There is 30+ years of compacted leaves along the pathway and the rats have made hundreds of tunnels under the hedge. The hedge was planted by you when the bungalow was built and surrounds most of my home. The rats are a few feet from my windows and my little dogs are constantly covered in fleas no matter what I do. They are now being shut off from their garden. I am disabled and on the frailty list. I shouldn't have to work hard every day scrubbing my home because no one has ever cleaned the pathway. I've tried everything else.
