Rubbish dumped at the rear of 3 Seymour place

Yet again, number 3 have dumped their rubbish outside their gate on the public grass. They keep doing this. Next time, I will throw it back into their garden. Seymour place is a clean, tidy, cul-de-sac. They have been dumping their rubbish constantly for the last year.
