Glass and stones dumped in carrier bags

I reported a lot of broken glass in the adjacent children's play area. This was cleared up and put in carrier bags by the bin Shown. The bin was emptied but the bags were thrown onto the grass near the bin I am pretty sure by the guy who empties the bins. Now the broken glass is exposed and creating another hazard as well as being unsightly. Been like this about 2 weeks
