Car park bush causing fence to fall

I have contacted crosskeys regarding this giant bush which is overgrown onto my fence and out into the public car park and across into the neighbours garden too and the public footpath as it has now grown that big and heavy it’s causing my fence to lean backwards into the car park and public footpath, I’m afraid it’s going to fall onto the cars or onto my children or other children. Cross keys have told me they can’t replace the fence untill the council remove the bush and told me to get on contact with you
