Traffic cone blocking public path - again

This problem was fixed by the council 13 days ago but the homeowner (77) is now once again using a traffic cone is to reserve on-street parking, which is rarely used by anyone other than residents. Again, this is causing an obstruction for prams & wheelchairs, and the road is a commonly used route for the school run. As both the footpath and the road are public, they should not be blocked.
