Overgrown tree

This tree in cemetery has been chopped down half way. Over a year ago Now there are loads of regrown branches that are falling into my garden. Also since this tree has been shortened more than half way it’s blocking the sun to my garden for the majority of the afternoon. Is there any way to trim all the regrown parts off? Thanks
