Pathway covered in overgrown verge and mud

We are unable to push our pushchair or disabled walker along the pathway as it is such a bad state of repair. The verge has overgrown and left barely any paving surface, to walk along let alone push a pram or wheelchair. It urgently needs scraping back and cleaning. In some parts needs resurfacing as it is more mud than paving surface. It very dangerous as passing pedestrians are forced to walk into the main road as the path is so narrow!
