Home owner put sign of no parking

Home owner has opened up the fence to their garden and put in a gate, facing the public parking bays on the street. They have put up a sign saying ‘no parking, keep the driveway clear’. They have created their own private driveway of a public parking bays on a street with significant parking shortage. There is a curb but they made a ramp, as visible on the picture.
