Rubbish dumped on verge

Massive amount of rubbish on the verge at the entrance to the car park in Taverners Road. Also a huge pile of rubbish in the left hand far corner of the car park. Please do not tell me this is 'private land'. There are no signs saying who it belongs to and no signs saying it is residents only. If it is not owned by the council then they need to find out who does own it and get them to clear it up
