Pothole and cracking which are vulnerable to frost

Sent to Peterborough City Council less than a minute later. Council ref: 6526123.

The road outside 7 Earlswood is full of cracks and has one pothole already. If it can be repaired (e.g. pothole filled and tar poured into the cracks) it will prevent further damage. The likely cause of the cracking is a tree opposite which my neighbour believes is on the strip of land owned by the council. It is also far to close to the house. Can this also be removed?
