Rubbish dumped at the end of the street

A white van had pulled up and 1 make and 1 female were emptying the contents of the van into the street. I took a photo of the offence and then when they drove by me they stuck their thumbs up and smiled. This happened this morning at 9:15 on Eastholm Road, off Padholm Road.
