Sent to Peterborough City Council less than a minute later. Council ref: 6043542.
National Highways are currently cutting all the verges along the A1 North and south from Wansford to Stamford. I have contacted them regarding all the litter/debris everywhere and they've informed me that it is Peterborough councils responsibility.
This road appears to get neglected in terms of litter picking. They currently have a lane closed so the verges can be cut safely. You could easily have Aragon at this location too and litter pick afterwards. I'm aware you do this on other roads that you're entirely responsible for. Now you'll have to arrange further traffic management which will cost even more money.

This road is under the responsibility of National Highways, however waste management such as litter picking sits with the local authority. This type of works requires traffic management and is subject to road space authorisation and approval from National Highways, which often stipulates for night working only. Consequently, these works require advance planning and due to their nature can be financially restrictive to resource. We are currently in the process of developing the next work programme for these areas and we will feed this report into the decision-making process in terms of the priority given to the works that we anticipate undertaking.

Aragon Direct Services have updated this report to No Further Action, this may be that the items/issue is on Private land.
Unfortunately, Aragon Direct Services do not remove any waste/litter/broken glass/dead animal or Graffiti from Private Land this includes Graffiti on bush shelters.
For Graffiti on Bus Shelters, please use the Fix My Street App and select Bus Stop to report any damage or graffiti on Bus Shelters. This will go directly to the buses team for their attention to clear/remove.
Your report will be investigated further by the customer services team, and you will be provided with an update directly for the reason as to why this report was put in a “No Further Action” state.
In some cases, reports may have to be logged with the council's environmental enforcement team for further investigation.
