Stones on verges

Sent to Peterborough City Council less than a minute later. Council ref: 5738411.

Stones have been put along the grass verge at the first corner of Russell Hill. Is this permitted please? I don’t know who owns the verges, I assume City Council. The stones are there I assume to stop cars/lorries damaging the verge. It’s effectively a single track road and the stones are on a bend. Please confirm it this is permissible.
