Overgrown hedge blocking pavement

This Hedge is covering more than half of the pavement now, almost impossible for me to pass with a pushchair having to go onto the road to get where i am going, this isn't acceptable. I can see others have complained about this hedge before (last year) so can something actually be done about this time? Its only going to get worse as Spring is here and the owner never cuts it back, just trims the sides and thats why its in the state it is. It needs to be cut back to the edge of the pavement like others do in the area
