General Fly Tipping Constantly

Sent to Peterborough City Council less than a minute later. Council ref: 3862573.
This small area constantly gets rubbish built up over time. The small grass patch encourages dumping. A few years ago the council had someone de-weed and plant flowers in this patch which was nice for about a year but eventually it went back to the same old dump. Is there anyway this small patch can be concreted in? I'm open to other solutions and willing to pay for this myself if the council allows. I own the property on the corner including the cake shop which the patch is adjacent to, and its a terrible eye sore for the visiting public.

We were unable to clear this fly tip. It may be that we were unable to locate it or it may have been on private land.
Fly-tipping will only be cleared from land owned or maintained by Peterborough City Council. We are unable to clear fly-tipping from private land as this is the responsibility of the land owner.
Whilst we cannot provide further details at this time, residents can obtain information on land ownership through HM Land Registry if required. In some cases, the council's environmental enforcement team will investigate further. Therefore, this job has not been completed.
