Overgrown Hedge Blocking Pavement

This Hedge has been overgrown for approx 2 years and the owner of the house never seems to cut it back to the edge of the path like it should be. You cannot walk side by side and anyone with a pram would have trouble passing. If a car is parked outside the house it is difficult to pass without scraping past the hedge, if the car parks partially on the path you cannot pass at all.
