Abandoned bins

These Bins have been abandoned for over one year now and are full they also smell. People are just dumping their rubbish next them which is blowing around the Car park. I constantly have to pick this rubbish up also they have had fluorescent tubes dumped in them to which were taken out and smashed in front of my garage these bins are a health hazard. No one owns them and if they do get emptied, they are just filled up within hours. Green and brown bins
