Rats in Wellington Street car partk

Within a few minutes of parking in Wellington Street car park this afternoon I spotted a rat scuttling past a few yards away. The huge accumulation of litter, especially food waste and packaging, around the car park perimeter clearly attracts these rodents as I've seen them there in past years, long before the pandemic, when, as now, litter had been allowed to build up to levels which threaten public health. What is the Council doing to control rats and clear up litter on its land?
