Blocked cycle / footway

Sent to Peterborough City Council less than a minute later. Council ref: 3670365.

Thee is a large van with trailer and digger blocking the above. There is no signage and avoiding it I have slipped off my bike injuring my shin. The vehicle is nonchalantly parked with the doors open further obstructing the cycle / footway. My point being that the injury to my shin is because it is expected that pedestrians and cyclists must at all times give way to motor vehicles and I obviously have misunderstood the Highway Code
