Stuck bollard, traveller risk

I have had someone ring through to call about one of the bollards at the boat house, just nearby to the little bridge that goes over the river. He's said as he's gone to pull up one of the bollards it's gotten stuck and the key won't pull it up.
Told the gentleman he might need to ring through to the environmental agency to get that reported to them, but as I know the keys were partly in David Allports area that's why I'm emailing through to see if anything could be done.
The gentleman was also worried that with the bollard being stuck down it might make it easier for people if they attempted to move onto the green in that area, so unsure if it's worth raising a potential red flag on that.

The Peterborough City Council Highways team have assessed this issue as a low priority and aim to repair it within 3 to 6 months.
