Ongoing problem parking and road surface

This issue was first raised in November 2021 when a disabled parking bay was declined Which lead to the following from the neighbours:
This issue is connected to the application that was rejected to turn this bay into the disabled bay in Bardney, Orton Goldhay. The bay itself is currently one marked with red brick edging and the bay itself is of a rough surface so could really do with being resurfaced with tarmac as it can’t be good for vehicle tyres, however more importantly the lady who submitted the initial application continues to park obstructing our gate and an area for my wheelie bins the night before I put them out for collection.
Could this bay be resurfaced and line painted with the bay starting or finishing depending which direction you look at it from a short distance away from mine and my neighbours shared pathway gate allowing me to put my bins out with no issue as opposed to currently obstructing other neighbours areas.
This bay would really benefit from this resurfacing works and marked out with line paint and will ease the tension in the neighbourhood caused by the bins and parking issues.
Do I have to submit a formal planning application for a job like this as if so could you please forward on to me the form.
Myself and all the affected neighbours are fed up of this ongoing issue and this seems to be resolution to it all to get back to a normal happy neighbourhood.
As far as I can tell, the matter is ongoing and they have not had a response to their email. please could someone look into this and contact the complainant.
