Light is on but is pulsing throughout the night

Sent to Peterborough City Council less than a minute later. Council ref: 3582310.

Light keeps pulsing bright flashes as well as being on as expected. Has been for at least a week nightly. Another light not shown on the map 100m away is on 24/7 also.
