Vehicles accessing footpaths

Sent to Peterborough City Council less than a minute later. Council ref: 3545815.

Bretton parish Council has reported that vehicles are driving along the public footpath from Stirling Way to access properties in Oldbrook, having visited the area it looks like there was once a bollard present where the hole has been tarmaced over, . Can this be re-installed?
