Tree Causing damage to cars and fence

Sent to Peterborough City Council less than a minute later. Council ref: 3529499.

This tree is causing damage to the cars next to it and is over growing into the garden of number 157, They have checked there deeds and this tree is showing to be on there land, they would like permission to have the tree cut down, the tree have bushes and shrubs growing around the bottom and has not been maintained. If this tree has not TPO on it or in a conservation area, can permission be give for the tree to be cut down.
