Access problems due to parking

Sent to Peterborough City Council less than a minute later. Council ref: 3420341.
I have received a complaint from 33,35,37 Cobden Street advising me that vehicles block there way to get there bins out and there bicycle's. 3 houses use the access next to 33 Cobden Street.
This causes them issues and on many occasions they could not put there rubbish bin to be collected because cars were blocking the entrance, they have to carry the bicycle above the roof the cars.
This situation is not sustainable and could lead to further problems. the residents have requested a bollard to be put front alley way to restrict the cars being parked front of the entrance. Could this be looked as a matter of urgency as the residents are getting frustrated and this frustration could get boiled over if not resolved.
