Dustbins left out attracting fly tipping

I have repeatedly reported that the dustbins in Appleyard are not taken back into the flats compound. It is both sets of flats around that area. Week on week they are left out and week on week they block the pavements making it difficult for sight impaired, people with wheel chairs and prams to use the pavements. Week on week it attracts fly tipping and animal scavengers and week on week PCC do nothing.

Causes an obstruction to neighbours, such as forcing people using wheelchairs or buggies to walk on the road restricts access to the pavement or street, for example leaving waste receptacles (bins or bags) out for several days is likely to attract vermin like foxes and rats, such as leaving bags or open receptacles out days before a waste collection is unsightly (torn bags or overturned receptacles are left out) London councils can issue penalty charges instead of fixed penalties - the same rules apply."
This issue has caused problems for YEARS. There is a bin compound in the flats but the residents are too lazy to pull them in. I have been told this is not a PCC problem that PCC have contacted the management company of the flats. Pardon the pun but that's rubbish.
Being as PCC are supposedly so cash strapped, maybe they can start fining the people who keep leaving the bins out.
Can I suggest you remove all the bins that have been left out after collection, then when the resident whose bin it is requests a new one you CHARGE them for the bin and delivery but clearly mark the bin with the address so that when they leave it out next time you issue a PENALTY NOTICE EVERY TIME THEY LEAVE IT OUT.
